When the National Committee of the Left Wing of the Socialist Party decided to go along with the National Organizing Committee's plan to form a Communist party in Chicago in Sept 1919, a minority split and decided to infiltrate the Socialist Party's congress the same time. This was led by Ben Gitlow and John Reed. Their faction, the Labor Committee of the National Left Wing suceeded in getting a few delegates from the Socialist congress to bolt and formed the Communist Labor Party.
