Very short piece, apparently wire copy featuring a 100-word statement made by American Railway Union President Eugene V. Debs in New York. Debs indicates the forthcoming ARU was planned to be divided into 12 districts, each of which to have a headquarters and to be subdivided, apparently on a state-by-state basis. State conventions were to be held annually, with national conventions of the union held every four years for the election of a governing Board of Directors and officers.
