The Introductory Note says "This Handbook has been prepared mainly for the purpose of providing firms, whose establishments have already been declared controlled under Section 4 of the Munitions of War Act, 1915, with a ready means of reference to the provisions of the Acts, and the various Rules, Orders and Instructions which have been issued in connection therewith by the Ministry of Munitions." From page 4 Meaning of Control "Conditions Underlying Orders of Control. An establishment becomes a Controlled Establishment by virtue of an Order made by the Minister of Munitions under Section 4 of the Munitions of War Act, 1915, declaring it to be controlled. To enable such an Order to be made two conditions must exist — first, the establishment must be one in which munitions work is carried on, and secondly, the Minister must consider it expedient for the purpose of the successful prosecution of the war that the Order should be made.
